KOFAC's views on DIS 2 are set out in our position paper

The MOD website describes the need for DIS 2 as follows;

Why DIS v 2.0
It is important that we maintain momentum and build on this success. It is vital that we set out the next challenges to industry and to government. Even since 2005, the nature of our operations and the threat we face has changed, and continues to do so. Government and Industry need to respond quickly and DIS v2.0.wil look at how we can do this.

DIS v2.0 will ensure that our strategy remains current so that we continue to provide battle-winning capability to the front line and good value for the taxpayer. We need to keep the strategy acheivable and realistic, and involve industry in making the necessary hard choices.

What's new about DIS v2.0?
DIS v2.0 will emphasise flexibility, agility and responsiveness to the needs of the Armed Forces. We are looking to do this by addressing three key themes:

Speed through decisiveness - by placing a premium on agility and ensuring rigorous prioritisation, greater standardisation and a clarity of processes; captured in our target of a 50% reduction in the acquisition cycle;
Closer and more demanding industry relationships - by being up front with industry about our requirements, by recognising the economic reality of the defence industry, and by working in partnership with industry to deliver to the front line; and,
Breaking down barriers to innovation - by encouraging entrepreneurship throughout our supply network, by maintaining our technology edge, and by harnessing innovation wherever we find it

The MOD is determined to work with industry to provide battle-winning capability to the front line and good value for the taxpayer. The DIS is our vehicle for doing this.
